15th City Council Session 3: July 24, 2007

Privilege Hour:

Councilor Karlo Bello spoke about the “hubo-hubo” (lewd) shows that are allegedly increasing in numbers in the second and third districts. He asserts that the crackdown on these illegal shows be intensified to protect the dignity of the women and children involved in the business.

Councilors Manding, April Dayap, and Luis Villafuerte explained their tardiness.

Councilor Monteverde expressed his outrage over the alleged mistreatment of differently-abled persons by an employee of the City Treasurer’s District Office in Mintal.

My boss, Councilor Louie John Bonguyan delivered his speech commending the Supreme Court’s decision to uphold the constitutionality of RA 9257 also known as the Expanded Senior Citizens’ Act of 2003 despite the petition of some drugstore owners.

Councilor Pilar Braga explained the monopolistic nature of the insurance policy of the Department of Transport and Communications (DOTC).

Councilor Dayap shared some of the difficulties and problems encountered by the youth voters while registering for the 2007 SK and Barangay Elections.

Councilor Leo Avila III shared some survey results regarding the bicycle traffic in the city, in connection with a proposal to put bicycle lanes in selected streets. Some 10,000 bicycle riders were counted when his office conducted the survey in 8 areas around the city.

Suspended Rules
Majority Floor Leader Bonifacio Militar presented the Supplemental Budget amounting to PhP423,947,021.64 requested by Mayor Rodrigo Duterte.

Councilor Peter Laviña proposed to congratulate the Iglesia ni Kristo on its 93rd anniversary.

Councilor Laviña proposed that the City Council support the campaign for banana chips as alternative snack foods for school children in the city. Resolution was co-sponsored by Councilors Manding, Susabel Reta, Ibuyan, and Braga.

Councilor Braga proposed that the City Council requests the DOTC to reconsider and amend Department Order 2007-28. {Said Order is already on hold pending the resolution of conflict between the DoTC and the Department of Finance. -ria}

Councilor Braga introduced a resolution to congratulate the Barangay Nutrition Scholars. July is Nutrition Month.

Councilor Monteverde proposed to request Senator Lito Lapid funding for the repair and renovation of the Leon Garcia Basketball Court in Agdao. Resolution was co-sponsored by Councilor Reta.

Councilor Monteverde proposed to the Technical Education and Skills Development Authority (TESDA) to create, establish and maintain a program for differently-abled persons so that they may be assisted in applying gainful employment.

Councilor Conrado Baluran proposed to commend the Philippine Rice Post-Consortium Members on their efforts for biomass utilization.

Councilor Manding requested the review and approval of supplemental budgets for barangays.

Councilor Dayap proposed to request the COMELEC to extend the registration of voters for the Barangay and SK Elections.

Majority Floor Leader Councilor Militar requested that the suspended rules be extended for one more item by Councilor Braga.

Councilor Braga proposed to congratulate and commend the Top 5 Barangays in the celebration of Nutrition Month.

Adjournment

Majority Floor Leader Councilor Militar requested that there be no City Council Session on July 31, and that they re-convene on August 7, instead. Councilor Victor Advincula pointed out that the Local Government Code requires city councils to convene each week. Vice-Mayor Sara Duterte called for a recess. Councilor Advincula withdrew his comment. Councilor Militar moved that the session be adjourned and to be re-convened on August 7, 2007. The session was adjourned without objections.
